The game was VERY different in tone and construction from old C&C. There was talk about you being able to play as different "generals" on release, but that never came to be until Zero Hour. There were many talks about how the game was going to be, and from what I remember, the game was released effectively incomplete. We went from that, to a requirement for 800MHz and a 128MB video card. It was a major departure from the C&C team's decision to make the games more resource accessible-RA2 could be played on nearly anything at the time-a 266MHz processor was a generous requirement.
